Speaker Biographies
Arlene Bielefield

Arlene Bielefield will be giving a presentation of the basics of copyright law geared toward resource sharing librarians. Her topics include Fair Use, print and electronic resources, reserves, interlibrary loan, the Internet, and distance education requirements.

Arlene Bielefield is Chairperson of the Department of Information and Library Science at Southern Connecticut State University. A member of the Committee on Legislation (COL) of the American Library Association, she chairs the COL Subcommittee on Intellectual Property.

Professor Bielefield is the author, with Lawrence Cheeseman, of a number of books for Neal-Schuman including two on copyright and is presently finishing the manuscript on a new edition of a copyright book. She has been a public library director twice as well as being the head of the Connecticut State Library Patron Services for 10 years.
Cathy Kellum

Cathy Kellum is Product Manager, WorldCat Resource Sharing Services at OCLC Online Computer Library Center, Inc. in Dublin, Ohio. Her responsibilities encompass design and implementation, support, infrastructure, maintenance, and overall quality and service level for OCLC interlibrary loan and union listing products and services. She has worked primarily with serials and interlibrary loan during her library career spanning more than 20 years. She holds both B.S. and M.A. degrees in Education with subject-area concentrations in English, Dramatic Arts, Speech, and Psychology from the University of North Alabama , as well as an M.L.S degree from the University of Alabama.
Lars Leon

Lars Leon is the Head of Access Services and Resource Sharing at the University of Kansas Libraries. He has participated in a variety of service activities from local participation in working groups in the KU Libraries, at the state level in the Kansas Library Association Interlibrary Loan Roundtable, the Greater Western Library Alliance (GWLA), various ALA committees including RUSA MOUSS Interlibrary Loan Committee, the new RUSA STARS Vendor Relations and International ILL Committees. He also currently the ALA representative to the IFLA Document Delivery and Interlending Committee.

His research and service interests, focusing on interlibrary loan best practices and global resource sharing, have led him to give a variety of presentations and workshops at the Long Island Resource Council, ARL ILL Conference in Ann Arbor, Texas Library Association, TexShares Interlibrary Loan Workshop, Colorado ILL Conference, Kansas Library Association Interlibrary Loan Roundtable, Northwest ILL Conference, and at international conferences in Bulgaria. Lars coordinated an effort by some GWLA ILL Librarians to write a major article on group best practices that will be published in Portal and has published in Interlending and Document Supply.
Barbara Preece

Barbara Preece received her M.A. in Library Science from the University of Minnesota. She began her professional career at the Shawnee Library System (IL) where she served as Coordinator of Technical and Automation Systems. She held a number of positions at Southern Illinois University Carbondale including Head, Access Services and Acting Associate Dean of Technical and Automated Services. She served as editor of Library Administration and Management and has written extensively on resource sharing in collaborative environments. Barbara served on ALA's ILL Committee and was active in consortial activities in GWLA (Great Western Library Alliance) and ILCSO (Illinois Computer Systems Organization). Barbara was recently selected to participate in the UCLA Senior Fellow program. She is the Executive Director of the Boston Library Consortium, Inc. (BLC) an association of 19 academic and research libraries located throughout New England.
