The NELINET Interlibrary
Loan Reciprocal Code is a voluntary agreement to govern interlibrary
lending and borrowing among NELINET libraries on the OCLC ILL Subsystem.

Use of the word "libraries"
in this document means libraries of all types including public, academic,
special, school, business, learning resource centers, audiovisual
centers, etc.
Interlibrary loans are transactions in which library materials are
made available by one library to another; for the purposes of this
Code, they also include provision of copies as substitutes for loans
of original materials. |

I. Purpose
It is evident that it is impossible for one library to be self-sufficient.
Sharing of library resources is in the general interest; therefore,
interlibrary lending and borrowing are essential to adequate library
service. |

II. Scope
A. Any library material needed may be requested on loan or photocopy
from another library. The lending library decides whether the item
can be loaned and whether the original is sent.
B. Each library will publish a statement of its interlibrary loan
policies online in the Name Address Directory (NAD). |

III. Obligation to the Code

Each library subscribing to this
code is responsible for adhering, to the best of its ability,
to the minimum standards for ILL practice set forth herein in
the American Library Association's Interlibrary Loans Procedure
Manual.
- Responsibilities of Libraries
- All participating libraries will contribute holdings information
to the OCLC database.
- The availability of interlibrary loans does not relieve
any library of responsibility for developing its own collection.
Each library will provide the resources to meet ordinary needs
of its users. No library will depend on another to supply
the normal needs of its clientele except under special agreement
for such service.
- A borrowing library will evaluate each request to determine
if it is appropriate for interlibrary loan.
- A borrowing library will make every effort to exhaust its
own resources and those of its immediate community before
resorting to interlibrary loan.
- Borrowing libraries will periodically review requests to
determine future collection requirements.
- A lending library will practice as liberal and unrestrictive
a policy as possible, with due consideration to the interests
of its primary clients.
- All signers will act as "suppliers" (OCLC symbol
in upper case) within the OCLC system. All signers will maintain
a level of lending activity on OCLC that is equal to at least
10% of their borrowing activity (at least one loan for every
10 produces initiated.) All signers will respond positively
to at least 20% of pending requests on OCLC (at least one
YES for every five CAN YOU SUPPLY?.) Special consideration
is made to the unique situation of Processing Centers that
catalog items under a single OCLC symbol for individual libraries.
- All participating libraries will make every effort to facilitate
fair and equitable distribution of the interlibrary loan load.
- All participating libraries will maintain Unlimited memberships with NELINET.

IV. Expenses

The borrowing library is responsible
for returning materials promptly and in good condition, and
in the case of loss or damage, must reimburse the lending library
or provide for replacement as requested.

Participating NELINET members will
not charge each other for the following:
- Fees for handling interlibrary loan requests
- Postage or other transportation charges
- Photocopying or electronic delivery (including telefacsimile
and Ariel transmissions) for up to 30 pages per request
- Insurance

For requests of 31 or more pages,
signers of the Code should respond CONDITIONAL and explain the
charge. Charge only for those pages over 30, plus any minimum
fee or handling charge. The Code does not cover microform to
microform copying but does include copying for which the final
product is paper (i.e., microfilm to paper, fiche to paper).

To indicate that the library is a
signer of the NELINET agreement, staff will input "@N"
(commercial "at" sign and capital N) in the MAXCOST
field of the ILL workform and the phrase "NELINET ILL Code"
in the AFFIL'N field of the library's ILL NAD record.
If the lender-string includes nonsigners, follow the symbol
with a slash and the maximum cost you are willing to pay for
the material. For example: @N/$10.
Please Note: If you have entered only "@N"
in the MAXCOST and it is received by libraries not participating in
the agreement, you are liable for whatever charge they levy. |

V. Governance
It is the responsibility of NELINET to monitor compliance with the Reciprocal Code. On
an annual basis NELINET will review the borrowing and lending activities
on OCLC ILL of all Code signers.
If a Code signer feels that another Code signer is not acting in the
spirit of the Code, this information may be brought before NELINET
to investigate. |
